BARKHAMSTED YOUTH BASEBALL LEAGUE, INC.
BY-LAWS Revised 9/13/2021
ARTICLE I – NAME and MISSION STATEMENT
The name of this organization shall be Barkhamsted Youth Baseball League, Inc. (BYBL).
The purpose of this organization shall be to sponsor and encourage baseball and softball for the youth of Barkhamsted. To encourage the building of character, to encourage the mental and physical benefits derived from sports in general, and baseball and softball in particular. To render moral and material aid to all youth regardless of race, gender, or creed. To help inspire in our youth a sense of responsibility, cooperation, self reliance, and sportsmanship. To raise, hold, and use funds in order to carry out the above stated purposes.
ARTICLE II – Executive Board
Section 1- The Executive Board of the Barkhamsted Youth Baseball League shall be comprised of the following:
• Finance Director
• Majors/Minors Baseball Commissioner
• Babe Ruth Baseball Commissioner
• Softball Commissioner
• T-Ball/Farm Baseball Commissioner
• Operations Director
The general powers of the Executive Board shall be to manage the Barkhamsted Youth Baseball League, Inc.
Section 2- The President
Shall act as the presiding officer at meetings of the Board of Directors. The President acts under the direction of the Board of Directors. The President shall be responsible for overseeing the creation of the annual budget prior to opening registration. The President shall implement plans of work and shall conduct the day to day business of the League. The President shall have the ultimate responsibility for the league and for communication with other towns, local government, and any and all outside entities. The President may not be a Head Coach unless in the case of a hardship and the Executive Board must ratify.
The term of the President is for one year
Section 3- The Secretary
Shall perform the duties of the President and shall have the same authority as the President in his/her absence. He/she shall carry out all other duties of assignments as may be delegated to him/her by the President.
The Secretary shall keep a record of all proceedings of the League. Keep the names and addresses of the Board of Directors. Send out notice or call each meeting of the Board of Directors. Prepare prior to each meeting, an order of business. Record the minutes of all meetings (General, Board of Directors and Executive).
The term of the Secretary is for one year.
Section 4- The Finance Director
Will oversee all funds associated with the League. Shall keep, in books belonging to the League, full and accurate accounts of all receipts and disbursements. The Finance Director is responsible to ensure any spending outside the annual budget must be approved by The Executive Board. The Finance Director shall prepare or have prepared and file in a timely manner, such annual returns as may be required by the Federal, State, and Local Authorities. The Finance Director must supply a complete monthly financial statement.
The term of Finance Director is for one year.
Section 5- The 60' Baseball Commissioner
Will oversee the operations of all 60' baseball teams (Tee Ball, Farm Minors, Majors) including, selection of coaches, scheduling time, date, and location of tryouts, coordination and direction of the player draft, conduct of coaches, dispute arbitration, rule interpretation, and umpire scheduling. He/she shall conduct all opening and closing ceremonies, and awards presentations.
The term of the Majors/Minors Baseball Commissioner is for one year.
Section 6- The Babe Ruth Baseball Commissioner
Will oversee operations of all Babe Ruth baseball teams including, selection of coaches, scheduling time, date, and location of tryouts, coordination and direction of the player draft, conduct of coaches, dispute arbitration, rule interpretation, and umpire scheduling. He/she shall conduct all opening and closing ceremonies, and awards presentations.
The term of the Babe Ruth Commissioner is for one year.
Section 7- The Softball Commissioner
Will oversee the operations of all softball teams including, selection of coaches, scheduling time, date, and location of tryouts, coordination and direction of the player draft, conduct of coaches, dispute arbitration, rule interpretation, and umpire scheduling. He/she shall conduct all opening and closing ceremonies, and awards presentations.
The term of the Softball Commissioner is for one year.
Section 8- The Operations Director
Will have responsibility for overall maintenance of all fields, grounds, and buildings at the Riverton Field complex including plumbing, electrical, irrigation, and structural systems, maintenance of heavy equipment, any and all chemical applications, all field supplies, portable sanitation facilities, and supervising/interfacing with any subcontractors hired for aforementioned activities. He/she is responsible for preparing the fields for Opening Day and all tournaments, and coordinating all Field Maintenance Days. The Operations Director will have the final authority on any weather related game cancelations.
The term of the Operations Director is for one year.
ARTICLE III – Non-Executive Board
Section 1- The Non-Executive Board of the Barkhamsted Youth Baseball League shall be comprised of the following:
• Concessions Director
• Equipment Director
• Chief of Umpires
• Tournament Director
• Safety Officer
• Fund Raising Agent
• Web Administrator
Section 2- The Concessions Director
Will oversee the operation of the Snack Shack for all regular season baseball and softball games, including Majors, Minors, and Babe Ruth baseball, all play-offs and tournaments, and Opening and Closing Ceremonies. He/she will be responsible for creating an initial list of inventory (preseason). Maintain and re-stock products as needed throughout the season. Maintain a ledger of debits/credits with associated receipts and report said transactions to the Finance Director.
The term of the Concessions Director is for one year.
Section 3- The Equipment Director
Will oversee all aspects of baseball and softball game related uniforms and equipment. He/she will create and maintain an inventory listing of all uniforms and equipment (U&E). Ensure the functionality of equipment and appearance of uniforms prior to each season. He/she will coordinate delivery and retrieval of U&E to and from coaches, coordinate for storage, and provide a list to the Board of Directors of any and all U&E needs. He/she will ensure an adequate supply of game balls for all regular season, playoff, and tournament games.
The term of the Equipment Director is for one year.
Section 4- The Chief of Umpires
Will oversee all aspects of baseball and softball game Umpires. He/she will create and maintain a database of available and certified umpires, ensure officiating of all games at our facility in Riverton, CT. Development and training of Coaches and volunteers will also be the responsibility of the Chief of Umpires. He/she will ensure an Umpire is present for all regular season, playoff, and tournament games.
The term of the Chief of Umpires is for one year.
Section 5- The Tournament Director
Will oversee all aspects of softball and/or baseball Tournaments.He/she will plan and manage all hosted tournaments and arrange the proper volunteer support and manage the tournament budgets.
The term of the Tournament Director is for one year.
Section 6- The Safety Officer
Will oversee, advise and provide updates for all safety issues, rule changes and advancements related to baseball and softball including, player safety, scheduling and arranging First Aid and AED training, monitoring Coach attendance and certification.
The term of the Safety Officer is for one year.
Section 7- The Fund Raising Agent
Will oversee and coordinate all Fundraising events and programs and be responsible for organizing committees to manage the larger events.
The term of the Fund Raising Agent is for one year.
Section 8- The Web Administrator
Will maintain and update the website and facebook page with general announcements, practice and game schedules, game results, re-schedule canceled games, and maintain the automated telephone system.
ARTICLE IV – Board of Directors
The Board of Directors will be comprised of the Executive and Non-Executive Board members.
Elections for the officers of the Board of Directors shall be conducted during the month of October of each year.
The Board of Directors shall conduct a minimum of three (3) public meetings in a calendar year. The date, time and place of these meetings will be posted on the League website (www.barkhamstedbaseball.com). Roberts Rules of Order may govern any meeting of the Barkhamsted Youth Baseball League, Inc.
The election of the Board of Directors will be by nominations from the floor. If there are two or more individuals interested in one position then a paper ballot will decide who will fill that position.
Five (5) members of the Board of Directors shall constitute a quorum for the purposes of the Board of Directors meetings. The act of the majority of the Directors present at the meeting at which a quorum is present at the time of the act shall be the act of the Board of Directors.
The Board of Directors may, by resolution of the majority of the Board establish committees of two or more Board members to conduct the management of the League. Other committees shall be established consisting of volunteers, but may not exercise the authority of the Board of Directors in the management of the League. All committees shall function in accordance with the rules and procedures established by the Board of Directors.
A Board member may be removed from the Board of Directors for failure to fulfill said duties as outlined above. In the event of the resignation and/or dismissal of a Director, the remaining Board of Directors may, at their discretion, absorb the duties of said Director or elect a willing member of the community to replace said Director for the remainder of his/her one year term.
Coach Selection, Player Drafts, Coach Disciplinary action, League Playoffs and Rule issues shall be decided by the appropriate Commissioner and approved by The Executive Board.
ARTICLE V– SPECIAL MEETINGS
Upon the notification of five (5) members of the Board of Directors, the President shall hold a special meeting of the League. The meeting will be held within ten days of being notified. The President has the authority to call an Emergency Meeting within twenty-four (24) hours. A good faith effort will be made to contact each Board member notifying them of the date, time and place of said meeting.
ARTICLE VI – AMENDMENTS TO BY-LAWS
These by-laws may be amended or replaced by an affirmative vote of at least two thirds percent of the Executive branch of the Board of Directors.
ARTICLE VII – POLICY
The Certificate of Incorporation of the Corporation, as filed on (date) with the Secretary of the State of Connecticut, shall govern the financial policy of the Corporation and is declared a part of the Constitution of the Corporation.
Barkhamsted Youth Baseball League Inc. is a 501(c)(3) Non-Profit Organization in compliance with the laws of the State of Connecticut.
ARTICLE VIII- SELECTION OF ALL-STAR AND TOURNAMENT COACHES
The Majors Baseball, Minors Baseball and AA Softball coach who finishes highest in the regular season standings, will be given first opportunity to be Head Coach for their division’s All-Star team in any and all tournaments, including the Kurt Lindquist Tournament. If refused or, if the coach will not be available for all tournaments, the second place coach will be given the same opportunity and so on. Assistant coaches shall be selected by the Head Coach and appropriate Commissioner and approved by the Executive Board.
ARTICLE IX – SELECTION OF ALL STAR and TOURNAMENT TEAMS
Selections of All-star and Tournament teams each year will be determined by the appropriate Commissioner and the Team Coach, along with the regular season Coaches in that division and approved by The Executive Board Members. All Teams shall consist of a minimum of 12 players with a maximum of 15. A minimum of two players must be selected from each team to represent the All-star team, providing the all-star players chosen can participate.
All players chosen to be on an All-star or Tournament team must be allowed to play at every game as per the Little League and Tournament Rules.
